That thou mightest know the certainty of those things, wherein thou hast been instructed.

Theophilus had also heard these things, but Luke was reiterating them to him, and consolidating and verifying the facts.
Apparently Theophilus also had not been around Jesus during His life, since he also was instructed in these events.
