This news was for "all people" - one of the first signs that Jesus' salvation would be available to the Gentiles. See also vss 31-32.
This was news of "great joy" for "all people" From heaven's perspective, can you imagine the excitement they had that the Messiah was finally arriving, and what He was bringing to all people? There must have been widespread elation at this event there, yet on earth it went almost unnoticed. Except for a couple dozen people, life was status quo. The angel is trying is convey what an amazing thing has happened, and what they were feeling - this is a great joy! All of history has been building up to the point, and this is the crescendo of the music made throughout history. All of history has been looking forward to this, and all of future history will look back to this. See the reaction of the heavenly host in vs 13 and on.
