Mark 10:35

John 15:7 "If you abide in Me, and My words abide in you, you will ask what you desire, and it shall be done for you."
Jesus had promised them He would do whatever anyone asks, but, with a condition. We cannot perfectly abide in Him and have His words abide in us, so God, probably even reluctantly, has to say No often when we ask.
But God wants to give us the desires of our heart. Psa 37:4 "Delight yourself also in the LORD, And He shall give you the desires of your heart." But again, with a condition on it.
So, does God care about us? Absolutely! The more we abide in Him, the more His words abide in us, the more we delight in Him, the more our prayers will be answered. God WANTS to do that!
This is so much like your own child. If your child asks to watch an inappropriate movie, it may pain you to say No, but you do. But if they ask to watch an acceptable movie, even though you had not planned on it, you may say Yes, that is reasonable, let's do that.
