Mark 3:13

He climbed a mountain and invited those he wanted with him. They climbed together. He settled on twelve, and designated them apostles. The plan was that they would be with him, and he would send them out to proclaim the Word and give them authority to banish demons. These are the Twelve:

   Simon (Jesus later named him Peter, meaning "Rock"),
   James, son of Zebedee,
   John, brother of James (Jesus nicknamed the Zebedee brothers Boanerges, meaning "Sons of Thunder"),
   Andrew,
   Philip,
   Bartholomew,
   Matthew,
   Thomas,
   James, son of Alphaeus,
   Thaddaeus,
   Simon the Canaanite,
   Judas Iscariot (who betrayed him).

Jesus was still in Capernaum (see 2:1). Capernaum ["village of Nahum"] was located on the NW shore of the Sea of Galilee. After Jesus left Nazareth, Capernaum became the headquarters of his ministry in Galilee.
Note that the call to be an apostle was not initiated by the men, but by Jesus. Christ calls whom He will. and all whom He calls will come to Him (John 6:37).
John 12:32, Jesus said He would draw all people to Himself.
Eph 2:8 says our salvation is not of ourselves.
John 6:44 says no one can go to Jesus unless God draws him.
John 6:65 says no one can come to Jesus unless God grants it to him.
Acts 16:14 the Lord opened Lydia's heart to heed the things Paul was saying.
Phil 1:29 belief in Jesus is something granted to us.
Col 2:12 our faith is a work of God.
James 1:16-18 every perfect gift is from God. He brought us forth, that we might be His own.
Mat 11:27 no one knows the Father except the ones to whom the Son wills to reveal Him.
Jer 31:3 with lovingkindness God draws us.
2 Tim 2:25 God grants repentance.
Heb 12:2 God is the author and finisher of our faith.
Isa 64:6-7 our righteousness is as filthy rags. There is no one who stirs himself to call on God (implying God must be the One who stirs us to call on Him).
