Nehemiah 8:1

After the wall was built (chapters 4-6), and after the list of those who've returned was made known (chapter 7), the book of the Law is read. This public reading and exposition of God's Word brought a great wave of repentance among the people, a great "revival", and a solemn covenant to keep the Law (chapters 9-10).

Ezra came up out of Babylon thirteen years before Nehemiah came, yet we have here the first reading of the Scriptures in Jerusalem in a long time. Ezra might have been done this before, but did not until Nehemiah came, probably because Nehemiah's zeal for God was contagious, and the people wanted the same..
Note that this was not a required gathering, but the people came voluntarily. They were ready to come back to God, and they asked Ezra for the reading.
The place where the met was in the street that was before the Water Gate, a spacious broad street, able to contain so great a multitude. Sacrifices were to be offered only at the door of the temple, but praying, praising, and preaching, are as acceptably performed in one place as in any another.
