God is the God of the spirits of all flesh, i.e. he is knows and should be Lord over every person's spirit. Since He knows the spirit in every person, He can select the right person to succeed Moses. What would God be looking for in a leader? See Titus 1:5-9, 1 Tim 3:2-12, 1 Cor 16:13-14.
Moses is praying for a successor. He had prayed that God would give him a reprieve an allow him to remain as leader in the promised land (Deut 3:24, 25), but God did not allow him in. We should be praying for our successors, that they continue in a Godly fashion in any work we have begun when we are no longer present.
