Timothy excels all others in his walk with God, his service to Paul, and his sincere care for the Philippians. Paul obviously has worked with many Christians, but none compares to Timothy. Why? See vs 21. Sadly, the others are selfish, caring too much for their own state, and not enough for others, or the things of God.
Timothy excels - he has proven character (vs 22). In his work with Paul, he has served well (vs 22).
