"Pelican" in NIV is translated "desert owl". From the Hebrew it could be translated cormorant.
This bird is also mentioned in Lev 11:18 (see Lev 11:13-18). This is one of the birds listed as an abomination among the birds.
This in effect is saying he feels like an outcast.
