Nevertheless, brethren, I have written the more boldly unto you in some sort, as putting you in mind, because of the grace that is given to me of God,

Note Paul's affection for them, speaking to them as brothers. This shows both his affections, but also provides and example of how they are to relate to each other.
Even though Paul complements them in verse 14, he admits he has also been bold to challenge and admonish the Roman Christians in some areas.
Paul was very courteous to them, as they were probably from the city and used to this type of language. He is respectful of their style - he becomes all things to all men, that he might win the more (1 Cor 9:22).
Note he is not mentioning anything new - this is only a reminder (2 Peter 1:12). Why a reminder? How quickly we all forget or neglect what we've heard. Blessed is the man who hears the words of God and does them (James 1:22-25). What are ways be can avoid being a forgetful hearer?
Another danger is hearing the same thing, knowing you've heard it before, but not paying attention to the fact that you are not doing what is being reminded. How about asking "Does this describe me? What is this telling me personally? What should I do about it?" Those are tough questions, because they involve change, something most of us don't like to deal with.
The grace given to Paul is his apostleship to minister to the Gentiles (vs 16, 1:5,13). We each have been given grace by God, gifts and talents. See notes on Eph 4:12.
Note that his boldness is because that is what God has requested him to do, to speak boldly. God's authority to speak boldly is not a license to be rude, so be careful how you use the gifts and talents God gives you - they should not be used as an excuse for sin (e.g. "I don't have the gift of mercy").
