"Blessed" means worthy to be adored, praised. See verse 7 on how we praise God.
God had mercy on us, us being poor and wretched (Job 15:16, Isa 64:6). He had compassion for us in that state, abundant and overflowing compassion. Yes, this mercy of His must be abundant to overlook who we are, to give us a chance for life, to be born again.
"Begotten us again" - born again (see also vs 23). We were dead, we needed rebirth. Once born again, we have a hope that is alive, fresh, new, growing.
What is this hope? We don't grieve as those who have no hope (1 Thess 4:13), but we have victory over death that we cannot lose. See vss 4-5.
This hope is not wishful thinking, like "I hope it will rain tomorrow", but a confident expectation ("when I sit in this chair, I know it will hold me"). Why do we have this kind of hope? The resurrection of Jesus from the dead (1 Thess 4:14).
