The implication is you are in a situation that you cannot (or choose not to) get out of, esp. for employment. You may not be able to change jobs for many reasons. No matter what kind of a boss you have, even the harsh, God requires you to be submissive, fear them, be good and *gentle* to them. Good and gentle behavior to the harsh is where God's Spirit in us really shines, and really shows the world that knowing God does make a difference (verses 19-21).
