Back in Egypt didn’t we tell you this would happen? Didn’t we tell you, ’Leave us alone here in Egypt—we’re better off as slaves in Egypt than as corpses in the wilderness.’"

The Israelites were camped there (vs 14:2).
This must have been incredibly intimidating to the Hebrews, for they feared these who had punished them for so many years. The Hebrews were weak mentally and militarily.
