Back in Egypt didnt we tell you this would happen? Didnt we tell you, Leave us alone here in Egypt—were better off as slaves in Egypt than as corpses in the wilderness."

The Israelites were camped there (vs 14:2).
This must have been incredibly intimidating to the Hebrews, for they feared these who had punished them for so many years. The Hebrews were weak mentally and militarily.
