Noah built an altar willingly, not out of command or constraint. He had neither God's written law nor His spoken law at this point. God's written law is to show us how we should naturally be responding out of worship to Him. The principal is service and devotion and attention to Him, to give Him the best of all we have, to love and obey Him in all we do. Noah, in response to God's preservation, responded this way.
And Noah certainly would have been justified to first prepare some shelter for his family, but his first act was in reverence of God. How often we excuse away service to God because of the need of the moment. Especially Quiet Times. When we have a need to respond to God or to be with Him, we should react as Noah did.
Notice that Noah did not make excuses when it came time to sacrifice some of the few animals which remained alive, knowing that God would take care of them and the remaining animals. They trusted God. We are so often afraid that God will provide, but if we are in His will, He will take care of us.
