Hosea 1:2

The beginning of the word of the LORD by Hosea. And the LORD said to Hosea, Go, take unto thee a wife of whoredoms and children of whoredoms: for the land hath committed great whoredom, departing from the LORD.

The book gets right to the point, that Israel has departed from following the Lord.
Hosea was not asked to marry a woman who had already been married and committed adultery, for that would be require she be put to death. He was to marry a single woman who had been a harlot. to marry such a one was not evil in itself, but not decent or prudent, and even forbidden to the priests. If they had, it would have been considered a curse, as Amaziah was threatened with the curse that his wife would become a harlot - Amos 7:17.
But it certainly was not a sin here, for God commanded it for a holy purpose, and therefore it was his duty. Hosea must trust God for his well being and for his reputation.
This is a woman who not only was a harlot, but several times would go back to harlotry during their marriage. What a symbol of how Israel, though wed to the Lord their God, would time after time go back to other gods. God wanted us to have a clear picture of how He feels when idols usurp Him as ruler in our lives. It really hurts, for He is a jealous God (Exo 20:4-5). He must reigh supreme in our hearts and in our lives, for this is the greatest commandment (Matt 22:36-38).
But Hosea persisted in his love for the harlot, and kept accepting her back. Hosea isn't mainly about spiritual rebellion or divine punishment. It's about God's inexplicable, relentless love for a rebellious people. And God even knew about the rebellion before His betrothal to Israel, yet He still accepted her.
