Jeremiah 2:13

For my people have committed two evils; they have forsaken me the fountain of living waters, and hewed them out cisterns, broken cisterns, that can hold no water.

God is saying not only have they abandoned Him, but they have also embraced something totally useless, as a cistern that cannot hold water. The difference between a well and a cistern is a cistern is built to not leak water. So the cistern that leaks is not really a cistern, and the false god is not really a god - it is worthless.
