When do animals complain? Not when they are well fed, but when they are afflicted. Job is saying his complaints in difficult are natural, as seen in nature.
He is also saying to Eliphaz it is natural you aren't complaining, for you are not having this trouble - but he would be vocal if afflicted, too!
