Note the question is not "who are you?" but "who do you say you are?". Over the years they had a number of people insite riots and claim divine powers, even to be the Messiah, so they had to check him out. We still see people doing this today - Sun Myung Moon claims to be the Messiah, the "sinless savior of the world, and vows he "will conquer and subjugate the world".
I suppose, since it had been over 400 years since they had heard a word from God, when He closed out the Old Testament, they continued to anticipate hearing from God again, and had a policy to investigate claims of divine intervention in case it were to be real. How sad that the truth had finally come, that God would be speaking to them again, and they didn't hear it! (see vs 26).
