Jesus did not answer according to the folly of his heart, but according to the wisdom of the question.
The lawyer came to stump Jesus, approaching him as a lawyer. Jesus answers in kind, as a lawyer would, as a skilled debater.
Jesus knew that the lawyer would be very familiar with the law, so He asked for the lawyer's interpretation of the law. The lawyer responds with the 2 greatest commandments in the law, as we see in Matt 22:36-39. And, Jesus says (Matt 22:40) these 2 laws together sum up the writings of the law and the Prophets - without these, obedience to any of the other commandments are meaningless.
Then, Jesus describes here how the second greatest commandment works (vss 25-37).
The earthly political laws keeps flexing as society changes and continues to interpret the law. But, the Bible is the fixed and perfect law, never in need of change. There is no need to create law, only to understand it. And that is what Jesus does for us here, helping us to understand it.
As Jesus is able to speak as one knowledgeable of the law, so we are to become familiar with it, to be able to speak with knowledge and authority about the law. May we know God's law as well as any lawyer knows the earthly laws. May we study to argue God's cause in any situation (2 Tim 2:15).
And God's word is not just the law, it is our light, our path, our guidebook.
