He compares them to dogs, ones that cannot be controlled, who bite to tear and harm - they work evil - that is their occupation, their purpose. They are the "mutilation", for circumcision, if not to join with God, is nothing more than a mutilation. They not only mutilate the flesh, but they mutilate what being accomplished for God.
