A "statute" is a law enacted by a governmental body. God is our goverment - the ruler of our lives, the real ruler of the world. The word of God has many rules from Him. Normally, when you think of the laws that govern us, you don't see them as something that would rejoice the heart. Yet here it says that the rules in the Bible rejoices the heart. Let me ask you this - which child enjoys life more, the one who has little parental authority, that can do what they will, or the one who lives under rules, good rules, rules to protect, teach, train for success? The one with the rules. Since God's statutes are written for us in a perfect way, to give us peace, security, wisdom, etc, they truly are something that lifts our spirit, even though when we call them statutes, it doesn't seem like it then. These statutes really were written for us, and in obedience of them, we have the good life, a successful life, a life filled with joy.
These statutes can be called commandments, for they are rules that we are to obey. God commands it, and God expects it. These commandments are pure, for there is no defect in them. That means, again, that we can trust them. These give us wisdom (vs 7), which opens our eyes to see reality, to understand the world better - we are enlightened. We have an understanding of the world around us that one without the word of God cannot. Many people have different world views. The world view that the Bible gives us is the only one that is true and accurate. As we study the Bible, our eyes are enlightened to see and understand what the real world is - our world view is being perfected. All the other world views are wrong, false.
