The question in heaven contains a deep mystery: Who is worthy to break the seals and open the scroll? The issue is not ability, though that is implied. The concern is who is worthy. Obviously, opening the scroll meant more than reading its contents. The scroll contains the drama of history. All in heaven await the knowledge of the consummation of history.
The strong angel - the identity is uncertain, but it may refer to Gabriel, whose name means "strength of God".
