Lamentations 3:21

(See also vs 24) What is Jeremiah's hope, what does he recall? He sees God's love for Israel, and based no that love, the promise that He would rebuild Israel (Jer 2:2, 31:1-4). He remembers God's promise that as long as the heavens exist, so will the nation of Israel (Jer 31:35-36). He knows that no matter how tough the circumstances are, God is still God, loving, in control, and continuing to fulfill His promises to us (see Hab 3:17-18). What He said He will do (Num 23:19).
What does He ask of us? To seek Him, to wait for Him (vss 25-26).
What happened here? Jeremiah went fom seeming despair to this grea hope. The circumstances did not change, but his perspecitve did!
