The angel's appearance caused fear, very typical of reaction to those who see angels (Mat 28:2-5, Luke 1:11-13, Acts 10:3-4).
The angel came to announce Jesus' birth to shepherds, not to the rulers of the Jews, for the rulers would not have had the humility to accept Jesus. God cares about the heart, not the status or occupation. When God wants to call someone, will our hearts be at a state where He will be able to come to us with His plans or news? Or will we be bypassed, to someone whose heart is ready?
While your status in your company may be based on your title and position, your status in God's company is based on the true attitude of the heart.
